District 41Judge Annabell Perez (IN) up for re-election 2024.She received her Bachelor of Science Degree in Criminal Justice at the University of Texas at El Paso. She received her J.D. from Texas Tech University School of Law. Judge Anna Perez currently serves as Judge of the 41st Judicial District Court of Texas in El Paso, Texas since January 1, 2013. From 2009 to 2012, she served as the elected El Paso County Commissioner for Precinct No. 1, which serve’s the County’s eastside. Judge Perez has also practiced law in El Paso since 1993. Her law practice concentrated on governmental litigation, employment litigation, commercial litigation and human resources consultation to small business, corporations and government entities. Before taking public office, she worked for former County Attorney Jose Rodriguez as the division chief for the Civil Litigation Unit. In that capacity, she supervised all litigation involving the County in both state court and federal court. She was also assigned supervision of the mental health unit, the domestic violence unit, and litigation matters involving the El Paso County Hospital District. She worked for Mr. Rodriguez for 11 years. Judge Perez also served as an Assistant District Attorney for the 34th Judicial District from 1993 to 1996 where she handled complex prosecution of sex crimes and child abuse. She then worked with the law firm of Gay & Gutierrez from 1996 to 1997 where her practice consisted primarily of insurance defense, workman’s compensation defense and represented small businesses in various matters. As County Commissioner, Ms. Perez advocated for the creation of the El Paso County Ethics Commission, the first legislatively authorized local entity with sanctioning authority. Her advocacy included testifying before both the Texas House County Affairs Committee and the Texas Senate’s
Intergovernmental Relations Committee, as well as speaking before community groups throughout the county. Additionally, Ms. Perez served on the board of the El Paso Emergence Health Network which transformed the entity from its former operation as El Paso MHMR. Judge Perez is a former president of the El Paso Mexican American Bar Association and former board member of the El Paso Bar Association. The El Paso Bar Association recognized her as a Trailblazer in 2004 when she and two other female attorneys challenged a local LULAC council’s policies that discriminated against women by disallowing their membership. Judge Perez also was appointed by the City of El Paso to the El Paso International Airport Advisory Board and the City of El Paso Committee on International Relations. Judge Perez was also a part-time lecturer of constitutional law at the University of Texas at El Paso from 2009 to 2012.

District 243 Judge Selena Solis (IN) up for re-election 2026 Judge Selena Solis - a longtime advocate of equal justice for low-income communities, a civic leader, and president of TRLA’s Board of Directors - was sworn in as judge for the 243rd District Court in El Paso; she will preside over felony criminal and civil cases. Describing her professional trajectory, Judge Solis says, “My legal career has always been in public interest law, advocating on behalf of low-wage workers, victims of employment discrimination, and low-income immigrants accused of violating federal laws.” In October 2003, Judge Solis became an assistant federal public defender in El Paso. Previously, she was a civil rights attorney for TRLA, the U.S. Equal Employment Opportunity Commission (EEOC), and the Mexican American Legal Defense and Educational Fund (MALDEF). Raised in Austin and the Rio Grande Valley, she adopted El Paso as her home when she became an assistant federal public defender there. She has raised her daughter, Olivia Carmen Franchesca Guzman, in El Paso, where she has served the community through leadership within numerous organizations. In May 2013, she was elected to the Board of Trustees for El Paso Community College. Art Fierro, Chair for EPCC’s Board of Trustees, described her as “a dedicated trustee who is committed to ensuring EPCC strives for positive outcomes at every level.” She has served in leadership roles for the State Bar of Texas Disciplinary Grievance Committee, the Girl Scouts of the Desert Southwest, the El Paso County Civil Service Commission, the El Paso Museum of Art Advisory Board, IMPACT Programs of Excellence, Las Americas Immigrant Advocacy Center, and the Equal Justice Center. “Throughout her legal career, Judge Solis has fought to make sure that low-income people are not cut off from access to legal representation and remedies,” said Robert Doggett, executive director of TRLA. “She has been committed to the idea that all people, regardless of their income, have an equal right to justice. Her court will benefit from that dedication.”
